I am 300 miles from home right now so I can't tell you exactly which menus off the top of my head. I have two Xbox 360s. One of them has Kinect. One does not. Often, I begin in the living room using Kinect with no Xbox 360 controlle and, while exploring the dashboard, I always stumble across a menu or option that says "you will need an Xbox controller to continue."
That makes me feel that, while Kinect can do many things, it is not the primary controller because you can't even use it for certain simple settings.
