Its not Ideal but I don't think its that concerning. There are alot of quality 3rd party titles coming where the Vita version will be the platform of choice for a lot of people or at least attract attention. Hopefully more will be announced but otherwise the Q1/Q2 2013 has the potential to be strong with the titles already announced
Remove the japanese centric games and I don't know any 3rd party 3DS exclusives coming next year except Bravery Default? And that hasn't even been announced for the west. I'm sure they are more, just not big enough to be on my Radar.
