It doesn't matter how bundled an attachment is. As long as it's not bundled with EVERY console, it's not a primary controller.

Moreover, primary controllers are functional with at least most of a system's library. Kinect is not.

You included that for a reason lol. The 360 controller doesn't function with every 360 game and neither does Kinect. Both are heavily bundled like every other primary controller.
