No they aren't. Example: Every other add-on besides Kinect. Primary controllers are bundled heavily with the console. Example: Wii Remote, 360 controller, PS3 controller, KINECT

Nintendo Zapper.  HEAVILY bundled with the Nes.  Not the primary controller.
