No, primary controllers are bundled with EVERY console. Name me a primary controller that hasn't been bundled with every console.
It doesn't matter how bundled an attachment is. As long as it's not bundled with EVERY console, it's not a primary controller.
Moreover, primary controllers are functional with at least most of a system's library. Kinect is not.
