I am referring to the latest iteration (iPad 4th Generation).

Surface comes in 2 versions, the Windows RT and Windows 8 PRO.  The RT version has a display of 1366x768, Tegra 3 CPU and front and rear 720p cameras whereas the Windows 8 PRO version has a display of 1920x1080, Intel i5 CPU and again front and rear 720p cameras.

So the iPad 4 has a better screen resolution than either the RT and 8 PRO versions.

Acutally looking at the specs again, the Surface RT version is comparable spec-wise with an iPad 2/iPad mini or thereabouts.  The Surface Windows 8 PRO will be some beast CPU wise, but the iPad 4 keeps up well with it although probably not as powerful, but the Windows 8 PRO version will be significantly more expensive and rumours place it around £600-£700 for the basic 64Gb model.
