It's a fine point but he meant the conception was intended by God not the rape. Makes it a slightly less odious statement, but only slightly.
What he thinks or believes to be God's intent, besides being the height of arrogance to claim to know the mind of God, is not grounds for making public policy affecting those who think you're barking mad for thinking you know the mind of God.
