Agreed. I think their decline started a bit before this generation with Doom3. That's not to say Doom3 wasn't a good game, but it wasn't anything groundbraking either, it wasn't on par with older Doom and Quake games in terms of gameplay imo and, at the same time, it was a bit outshadowed by Half-Life2 which kind of felt more modern with advaced AIs, physics, etc.
In terms of graphics, doom3 should have been a kind of graphical landmark for the next generation, and form a certain point of view it has managed to achieve that goal, but on the other hand it was kind of premature imo. Visually it was very impressive but yet very demanding in 2004, on the other hand Half Life 2 was also very impressive, even better in some aspects and, at the same time, much less demanding. That's not to mention how IDtech4 later became quickly irrilevant because of Unreal Engine 3.
