I do a lot of editing in Pinnacle studio ultimate with 24mbps h.264 1080p source video.
Quad core or better is a must. I use an I7 and all 8 threads are constantly busy. Memory is not that important, it's busy encoding a 15mbps 1080p wmv atm and only has 2.5gb in use.
The bottleneck is disk access. Get separate HDDs, one for input, one for output. Best is to have the auxiliary data / intermediate files go onto an SSD.
And lots of storage space ofcourse, 16gb only gets you 88 minutes of 24mbps video, and those programs like to duplicate stuff a lot when you start adding effects. My 1tb work disk is full.
