if it's HD video you will need some lare HDDs as well, you should be good with 16GB of RAM and a high end CPU something like a i7-3770 or i7-3930. If you want to do GPU acceleration Premier doesn't take advantage of anything above a 660 Ti at the moment unless you get a quadro card which is way over priced for the performance.
