In all likelihood, the team developing Liberation has expanded and includes some talent from other Ubisoft studios. If not, at least the developer has in the recent past made one game garnering generally favorable reviews (despite Shadow Wars being a low-budget cash-in launch title). Though that could be attributed to the involvement of the XCOM creator...
