Money isn't powerful, the economic control money represents is powerful. In a central planned economy that power is placed in the hands of a powerful bureaucracy to distribute as they see fit which is an ideal breading ground for corruption. This is why bureaucrats in China can afford a Ferrari even though the car cost 20 to 40 years worth of their salary.
