depends on what exactly you watched. 1 car races and 8 car races look better than 12/16 car races or free roam because they use the photomode car models.
Also the mini games will run in 60FPS.

Turn 10 said that there was no 60 fps at all.

Also I didnt think there was any 12 or 16 car races in Horizon.
