He already has a 360, so he's not getting a PS3 for the multiplatform games, he's obviously getting it for the exclusive content. So your multiplat point, even if it's factually correct, is irrelevant to his motiviation for getting a PS3.
Near the end of the lifecycle is exactly the right time to get a console, especially a #2 or #3 console. It's cheaper than it has ever been (well not quite in the case of the superslim, but close to it) and there's a ton of high quality and exclusive games and the vast majority of them are cheap because they've been out for more than a year.
I was considering an Xbox 360, but only after nextbox comes out when it will be ultra cheap. But then Mass Effect 3 came to PS3 so any reason to get a 360 disappeared. There's nothing on Wii I want to play, so I've never considered Wii. I'll see about Wii U towards the end of its lifecycle. I'll get PS4 midcycle most likely, at least after 2 price cuts. I've never been an early adopter, paying the launch price is not worth it to me.
