Why would organizations warning of voter fraud on billboards not identify themselves?

Edit: There is nothing incorrect on the signs. They just state one simple fact. The only people who would be effected are people breaking the law, so really how is this racist or a problem?

It's all code. Voter fraud is not a problem, but the "image" of voter fraud is the same as the image of the illegal immigration problem.

Except voter fraud totally is a  problem... and is one that nobody even tries to look at.  When you do bother to look at it, you find tons of people illegally registered to vote.

As for why they wouldn't identify themselves.

Why would you identify yourself?   What would be the point?  Well other then spending more for extra stuff put on the billboard.
