Why would organizations warning of voter fraud on billboards not identify themselves?

Edit: There is nothing incorrect on the signs. They just state one simple fact. The only people who would be effected are people breaking the law, so really how is this racist or a problem?

It's all code. Voter fraud is not a problem, but the "image" of voter fraud is the same as the image of the illegal immigration problem.

It's not what we're really talking about

what "image" are we talking about here? A judges hammer (gavel)? That is pretty common place for anything invovling a law, which is what the billboard states. What do you mean by its all code? Its some kind of hidden message that miniorites will read as I better not vote? or i will go to jail? If thats the case there is nothing that can be done about people seeing what is not there. Its states a very simple law, and its conseuences that is all.
