When asked why Nintendo dropped the price of the 3DS that early and that aggressively Iwata said something like this: "We learned from the Gamecube. When Gamecube sold bad after launch we waited too long and didn't drop the price early enough, so this time we acted."
And it's true: Low sales mean less support, which results in lower sales. It's a death spiral. You can either get out of this by building up a great library yourself or by dropping the price to increase sales and thus make the platform more attractive for 3rd parties. For some reason Sony neither wants to give the platform its full support nor drop the price.
On the other hand the Gamecube had stronger competition (the 3DS isn't exactly a sales monster either) and 3rd parties never saw any potential in it so the Vita isn't lost yet. It won't sell like the PSP but it doesn't need to.
