Gengar have always been a good pokemon in every gen, it's just that he has never been the Psychic killer (not even now with STAB Shadow Ball using his Special Attack) the anime told us to be.
In Gen 1 he's great because he's the fastest pokemon that can put enemies to sleep (and sleep is very powerful in Gen 1 because pokemons can't attack the turn they wake up), 358 max Special (a Psychic from Alakazam won't OHKO him) and a great movepool with Hypnosis, Thunderbolt, Psychic, Mega Drain, Confuse Ray, Explosion and Night Shade.
