Jay I don't think you realize how bad it was or appreciate how much redevelopment happened in Detroit.  Prior to Comerica Park and Ford Field being built, the area south of Wayne State University looked like a war zone, minus the buildings.  You literally could go 1/2 of a block west of Woodward and for blocks and blocks see nothing but empty blocks with a burned out or abandoned brownstone here and there.

I don't disagree that it wasn't as bad in some of the outlying neighborhoods, and I don't see a lot of decay left along the street you mentioned, but downtown was extremely bad at one time.  If you do a search, you can find images of Detroit from back then and see just how much open territory there was.
