It wasn't like the Empire was going to physically search every planet in the Galaxy for missing Jedi. This would have been realistically impossible, so no point in changing clothes. Obi-Wan and Yoda just hid in a place where they were conceiled in The Force. With Vader, the Emperor and their agents always relying on The Force, they couldn't have his better.
Don't know why Owen (Luke's uncle) wore roughly the same clothes, maybe he thought Anakin's clothes were awesome or something (in Episode II)
