Yeah, I've mentioned it a few times.
Simply have a voucher program up to a certain cash value for a private education, or a public education at any institute. It would challenge all schools to do better, as the education dollars would be tied to the student, rather than the institution. The amount doesn't need to be exhoribant in regards to private school options - say $5,000 to $6,500 in any state - but it'd be enough to cover most of a private education if one would want that, or allow a child to switch public schools if their family deemed that the school was failing their children.
