He may be random, but he seems to only spawn in a handful of areas. He seems to spawn only in Hyperion-controlled areas, so I guess Opportunity is one of the better places to try and look for him. On PS3trophies.org, they seem to have pinpointed an almost surefire way to make him spawn, too.
