I don't think these japanese companies invest as much money and resources into their games as their western counterparts, and it shows.

I head 600 people worked on that game. They have the ressources...

 

And they can still do successfull game (Monster Hunter by exemple, or Street Fighter)

that is counting everybody that possibly had a hand in it, like marketing and what not.  There was only 150 people at the studio, but you are right.   That should have been plenty and Capcom did spend plenty of money on this game.  It just goes to show how much they have declined as a company.  They don't have the talent they once had.  

Those games you mentioned, while successful, are still pretty low budget games compared to what a lot of western developers can do.
