There's definitely a correlation between reviews and sales, but I don't think we can say for sure that one causes the other.
As for Resident Evil 6, I see it selling poorly. Is that because of reviews? No, it's because it's a mediocre game, which just so happens to also have poor reviews. If it somehow received positive reviews, I'm confident that it would still sell poorly.
