I think that it's mostly wishful thinking, obviously not a game dev myself but 8 GB of RAM dedicated for games it's way too much, 4 GB will be more than enough imo.

If this is true and the system have that much RAM, it will most likely be used for the Kinect 2.0 and a big OS, it will probably be 3-4 GB dedicated for games, which it's still a lot.

 

Its called future proofing...
