Bush did win the popular vote in 2004. Of course, he was running against Kerry who was about as bland as can be. Clinton won both terms with the popular vote. There have only been four times when a president won without winning the popular vote. John Q. Adams in 1824, Rutherford B. Hayes in 1876 (that election was screwy all around...), Benjamin Harrison in 1888, and of course, George W. Bush in 2000.
