Unless all future character updates are given for free, rather than paid DLC:

Given the fact that Starhawk launched with completely free updates recently from Sony, I wouldn't put this past them either.
(It raises a whole other issue of the people who still aren't connected to the internet and are buying this as an offline game, though).
