Because if you buy a lot of games on Live, it adds up no matter how minute the numbers are.

Also, maybe it's just me and psn but the amount of times I've seen a game on the store for say 1.99 but only had 1.75 on my account or something like that...it's very annoying.

That's actually a good point. I have this revolving uneven MS points balance, maybe something like this could even things out.
