I think the GPU could be based on the AMD Radeon, HD 7700M series http://www.amd.com/us/products/notebook/graphics/7000m/7700m/Pages/radeon-7700m-series.aspx#2

Forget it. The basic "wish list" for the WiiU GPU was laid out two to four years ago, with the technology that was available at that time. You CANNOT design a heavily modified GPU in 2009 and then think "Well in 2012 everything will be better so we will simply switch to the technology available then". Can't work, never has, never will (unless you are prepared to sink another $100mio into the design).

Nintendo has constantly been changing the dev kits.  Until you go into mass production it isn't going to kill you to make a change in a later date.  Also you have to think that AMD is working with Nintendo so maybe they had a custom chip planned before the 7000 series even came to the market.  Your logic is equivialent to saying "The new xbox slims cost microsoft hundreds of millions to design" The Xbox and PS3 both used custom chips that were equivlent (slightly better) to chips that came out the same year as the consoles themselves.  So who is to say the Wii-U didn't do that?
