I agree that their handheld division is on the verge of losing all relevancy (some might say it already has).
But I think it's a different case for their home console. Looking at their long term past, they have dropped severely. No doubt about that. But looking at their immediate past (past 2-3 years), it looks like they are making progress. They've made some great decisions during these past few years, but they couldn't offset the terrible decisions made during PS3's initial years. They had taken too much damage to completely reverse the PS3's situation. But the PS4 is a new console with the potential of great change. And if Sony's enters next gen making decisions similar to the ones they've recently made with the PS3, then they'll be much more than 'just relevant' imo.
