Forget it. The basic "wish list" for the WiiU GPU was laid out two to four years ago, with the technology that was available at that time. You CANNOT design a heavily modified GPU in 2009 and then think "Well in 2012 everything will be better so we will simply switch to the technology available then". Can't work, never has, never will (unless you are prepared to sink another $100mio into the design). 


What they are designing feature wise, and what are in dev kits (placeholders) are two different things. It may have started with RV700, but do you think they'll put in some 55nm process with tdp of 100 w card in the final product? Obviously not.  

The facts we know is Wii U's a low power consuming console,  with real dev. quotes stating its has a "suprisingly powerful" GPGPU. All signs point to a modern, efficient little beast to fit Nintendo's desired form factor. On top of that, there rumors of yield issues with Wii U , and doesn't really happen with stock only on custom die shrinking nodes.  So it wouldn't surprise me if it was based on a mobility radeon hd 5830 or 5850 (broadway lp / broadway pro) http://www.notebookcheck.net/ATI-Mobility-Radeon-HD-5830.24733.0.html a 40 nm with range of 24-39 watt TDP, if they shrunk the die to 32 or 28nm will get even lower power usage. a 800 gflop to 1 tflop card supporting up to 6 displays (eyefinity), features that fit Wii u perfectly.
