I've never been to an American high school, but the impression I get from the article is quite a simple one. The food organisation is attempting to force the teenagers to eat food they don't like but they're trying to do so because its healthier for them.
The best example is the Black Bean salad, I would never even touch that food and no one I know would either (and I'm 20!), that simply isn't the right food for the right age, they need to make food which is healthy and at the same time familiar to children. The solution is simple, make their favourite foods with healthy ingredients and prepare it well. Kids like fish fingers, no problem, its really easy to make healthy fish fingers, same goes for burgers, pizza, the lot!
(Of course, this won't work alone. I am aware of the disaster later on when children realise that the healthy food that the cafeteria serves is not the same as some trashy fast food corner shop, but I'm sure they can fit that into the school curriculum :P)
