dude come on now....sony just launched vita first in Japan and NA/EU followed a few months later. There are many factors that go into making this choice. Historical data means jack basically. Currently Sony's biggest market is not the NA...it definitely is not it's most important market. I'm aware VITA launches in Japan first....as well as Gameboys (I still call them that).
But we aren't talking handhelds here.....Home Consoles.
And with that, Japan doesn't really like Home Consoles anymore....not like they used to anyways. America is where the home consoles are sold now.....that where priority is now.
But uh,
