I'm pretty sure Samsung doesn't have an ARM license to create their own chips. Apple snapped up one of the few licensors who can produce custom cores (Qualcomm is obviously another).

Agreed, but they have the capability, cash and motivation to do so if stock ARM cores start falling behind Apple and Snapdragon in performance/watt. The purchase of an architecture license is trivial to them.

I don't know if it's that simple, otherwise Apple would have just purchased a license for themselves. Instead, they had to buy out another company for their license. I don't know enough about the process to be certain.

I think ARM will just sell you one. They have no reason to NOT sell you one since they don't make it themselves. Unlike Intel where AMD/VIA/Cyrix only acquired one via lawsuit.
