The pricing is just too high. I think next year we may see some aggressive PS3VITA bundling for $400, but assuming PS4 comes out next year for around that price I don't know what effect it'll have on that.
On second thought maybe just a big PSV cut will be more effective. At $180/229 a lot more units will be out there, and cross-play will be supported by both PS3 and PS4. Bundling with PS4 would be to expensive, and bundling with PS3 would deter people from buying the PS4.
