Depends, the newer versions are better with heat generation because they have shrunk the die, optimized motherboards, and merged parts to generate less heat, but each new generation where they are new consoles, the optimizations don't happen until much later, remember how big the PS3 phat was? the 360 still has it's power brick(which is a big bitch on heat) on the outside and they don't even use that much power. If wattage and heat ratio wasn't an issue, the massive RRoD would not have happened, you always have to be more conservative when designing these things. also, a 130-160W GPU doesn't mean much as they have the potential to go from idling at really low Wattage to upwards to 400W at peak, they'd have to tone it way down for consoles unless you go 1.) water cooling on consoles by default which is never gonna happen or 2.) big ass cases with lots of air flow and you won't need to buy a heater in the winter, which I literally don't when my PCs are on in my room lol.
my point is they'd have to tone it down a lot no matter what even on a 28nm process.
