A lot of WipEout's identity was made in Britain. Music, aesthetic design, etc. Moving development to Tokyo... would not reflect that.
Polyphony are amazing at what they do, but I do not think they would be amazing at WipEout.
Besides that, it would be a waste of resources. Gran Turismo is a consistent multi-million seller every release. A WipEout game is yet to reach 1m sold.
