They haven't released a precise date yet, but said this

The day before doors open, Sony Computer Entertainment Japan will be holding a press conference in downtown Tokyo from 5.00am BST (1.00pm Japan time). Unlike Gamescom, we won’t be hosting a livestream of the event, however, any earlybirds will be able to read about all the key announcements right here on the PlayStation Blog after the show finishes. TGS opens in the 20th. But that's business days. Maybe they mean public days, which starts on the 22th.

But probably not, almost sure it's on the 19th, 1 PM japanese time. No streams yet, but there's some NicoNnico logos on Sony's page, so maybe.

hopefully someone will sneak in a phone or something in there :P I remember one year that some one did at a sony event and streamed it on ustream or something
