I think the obvious answer is staring us in the face. They dont want this to be constrained by the PS3 and Xbox systems, so its a Wii U exclusive... for now.
When the PS4 and the next Xbox come out I have know doubt they will port the game to those platforms. Maybe they even have the development kits for those platforms.
But they can't say anything about their plans for Bayonetta on consoles that havent been announced yet. I think the game will come out for the PS4, Xbox and the Wii U when its time to announce those platforms.
