Actually, laws and rules would come up regardless of there being a god. After being around for a certain amount of time, society would recognize actions which hurt the society (killing, stealing, raping) and would naturally work towards trying to prevent such things. You don't need a God to be moral.

Actaully, that doesn't negate the FACT that God created his law before anyone elses laws. If not so then Prove it!

That's not how proof works. Theists need to claim that God exist using whatever justification available. Then....its my job to disprove that justification. If proof worked in the way you say it works (disprove it or its true), then that would mean I'm right too, since you cant prove I'm wrong. Obviously, we can't both be right. Someone has the job of proving something. That person is you.
