Wow, people ARE worked up over this one!
I think this is by far the most likely outcome:
1/ MGS4 is released in Japan for Xmas '07 - PS3 only
2/ MGS4 is released in US/Europe either this Xmas, or early (Jan/Feb) next year - PS3 only.
3/ 360 version comes out for Xmas '08 (US/Europe lead countries).

Why would this SO hard to believe? Konami ended up bringing several previous MGS titles to the Xbox.

There are NO technical reasons why MGS on the 360 is not possible - absolutely none. And its almost certain to have a stronger/better online focus when it does come out.
