There is no way that difference is going to be majorly impactful on 3rd parties. The bigger concern is if the GPUs and CPUs are significantly better than Wii U. That's the only case where Wii U would be f'ed with future 3rd party support in 2015 or so.
I'm assuming the GPU and CPU are in-line with the ram, that is 2-3x better than current gen consoles. Same would apply to ps4/durango; if they go for 4gb ram (2x wii U) then won't their GPU/CPU be in-line with that? 2x Wii U?
About the 3gb being a waste thing... I'm not gonna pretend I'm an expert on the technical aspects of games and consoles but why would multiple major developers ask for more than double that if it's a waste? I understand that they're probably exaggerating a bit, but even then, half the amount they want and that's still 4gb.
You also have to consider as Wii U matures, that 1GB for OS will likely shrink and more of it will go to games. Probably as much as 1/2.

What devs have asked for 8GB on a console? I thought I read one.. .maybe valve that asked for 6 or more than 4 or something similar.
As for CPU/GPU, even if memory is 2-3x times, I dont' think that means by default you can expect CPU/GPU to be 2-3x greater. While I think that variance is likely, it could technically be much larger.
