Nintendo usually ends up optimizing the OS along the way and gives more to the developers. But basically they get to set aside resources with the OS for the MiiVerse integration and Network functions (Browsing etc) so the developers don't have to sacrifice something in their game's mechanics to get them work. (AI/Graphics) After optimization it may end up with 1.5GB for games and .5 GB for the OS.

Maybe the reason the OS memory is so unnecessarily huge is so developers could use the asymmetric gameplay concept to the fullest by utilizing the other ~.5gig of "OS" memory( if they wish). So probably in a two player game where one person using the TV+wiimote/CCP and the other using the WiiUpad, they can have  separate data loaded on each ram for both players. E.g,  lets say if game like GTAV were to be one WiiU and support the asymmetric 2-player  gameplay thing, One player can enter scenes that require loading/streaming data (cutscenes, going inside certain buildings or being separated far away from the other player) and would not affect the other players experience.

Well hopefully this is the scenario.
