More competition. Even if we don't include "realistic" shooters like Call of Duty and Battlefield, there are still the science fiction ones like Killzone (which had more hype/advertising) and Halo itself that it had to go against.
Plus yeah even though the critics loved R2 I think the fans liked Fall of Man a lot better.
