The should simply get taxed from business thats in the country. Not from what people who live in the country own. So if McDonalds wants to be in france they should pay more taxes same for Burger King H&M C&A Walmart Starbucks or whatever company there is.
So companies would have to pay for because I highly doubt they want to lose 60million potential customers.
