No one can possibly know what they would do in this situation as it would need to actually happen for you to know what you would be able to do.
Still, according to my principles, revenge in itself is wrong. Just because someone stole your bike or car or whatever, that doesn't allow you to steal something from them of equal value. And just because your enemies at war attack civilians and attack your hospitals that doesn't mean you should do the same to them. One bad action does not rule out the other. The best thing you can do is to be a good example, and not go down to the criminals' levels. So, ideally, I would do as kain_kusangi and let the laws deal with them. Psychological treatment seems to be the proper kind of treatment if he really did this solely because he enjoyed it, and had no additional profit.
...but that's "ideally", and I would probably lose my mind in that situation. Possibly killing him or something. The bottom line is though that we can't possibly know what we would do and that revenge, using illegal actions, is wrong.
