As someone who is not bias, has both Forza and Gran Turismo, Forza is by far way better. Not only is this shown by the metacritic scores, but Forza has key features tat Gran Turismo doesn't. The biggest thing in my opinion that Forza does and for whatever reason Gran Turismo doesn't is Forza lets you design cars. Then the acution house in forza is just amazing. I loved going to the auction house and bidding on a car. Tons of fun. Gran Turismo felt lazy to me. Took way too may years for a game that ported most of its cars from gran turismo 4.
