I didn't thought about that, but importing japanese games could be a big plus. Stupid Nintendo introducing region-locking.

Don't know how that works but I'd guess that you need the Japanese game to do that, or perhaps a modified copy of it.

As additional puzzles for the Mii Plaza (or how it is named in english, in german it's 'Streetpass Mii-Lobby') are downloaded via SpotPass it might be possible to add them. I already Streetpassed a japanese 3DS, that had the additional puzzles, that were only '???' for me and I couldn't get a piece from it.
