Well if you know anything about civics, you would know that the president virtually has no power. He can sign bills and veto, he has foreign power, adminstrative order. Which means, congress spends the money, Congress passes the laws, congress has all the control. It is very clear in the constitution congress holds the power and most amercans seem to think the president holds the power. The founders of this country wanted it that way so the people can be represented and hold the power. However with all this Koch and billionaire money floating around and Republicans loving every minute of it. Remember Republicans are the only one that say corporations are people, which that allows billionairs and corporations to control our house seats. Or atleast the corrupt in the house and senate.
The president can propose something to congress and they either pass it or don't.
So when you say it's the other guys fault. Really it is really a majority of the congress's fault. So when the president has a majority and can pass bills, then we can blame the president because thats his actual bills he supports. However this Congress is the worst in history. It's also plain you did not read the article.
Remember congress passes the bills. SO VOTE OUT THE REPUBLICAN CONGRESS!!!
