And I've also not wholeheartedy endorsed the 3DS here either, so I'm not really sure we're your getting this whole "Nintendo extreme fanboy" thing from, giving I imported a Vita from Japan and paid more mind to its line up when I went to E3. All I really see here is a lack of a compelling argument on your part. At least, one that actually addresses my criticisms of the Vita.
I've already said if he likes the idea of cross platform games on the Vita, of PSP and PSone games on the Vita, of PS3 games on the Vita, there are things for him to like here. My main concern was, and remains, compelling, original, exclusive software coming to the system in the near future. My point is not that he should never get a Vita. My point, as VITA OWNER myself, is that there isn't really much of a reason to get one now.
Since you own a PSP, OP, I would personally suggest just buying more DIGITAL software on that platform. Between the Vita and 3DS, I would personally recommend getting a 3DS. It currently has a larger selection of games you can't play yet, both on the DS, 3DS, and on the eShop, where you have a variety of Virtual Console games, as well as some superb DSiWare and eShop games like Shantae, Mighty Milky Way, VVVVVV, Mighty Switch Force, Mutant Mudds, Pushmo, Cave Story, and Dark Void Zero. However I would NOT recommend importing a 3DS either, because of aforementioned region lock. Very few 3DS retail titles have any plans to be made available digitally, and while Nintendo is going for a more digitally focused strategy they certainly aren't there yet.
Buy a 3DS, but buy it locally. If imports are the only option, I would personally recommend just not wasting the money until about a year from now, when the Vita itself has a more compelling line up, a more developed library and maybe even a cheaper price and slimmer design. In the mean time the money can go to buying some PSP games digitally. Might I recommend Megaman X?
Edit: Honestly, have you considered just asking for a DS? That has a lot of the games that make a 3DS worth buying for you, including some quality Mario games, other platformers, and the latest Pokemon games. It is also region free and can be bought used for uber cheap. I would personally recommend getting a DS Lite since it can also play GBA games.
